Social Safety Net Programme builds
capacities of the VRS availed employees towards
improving their endeavors aimed at self employment
through retraining in new skills and or entrepreneurship.
They are retrained/ reskilled in order to upgrade
their skills or trained in new areas according
to their aptitude and requirements of the prevailing
labour market. SSNP facilitates alternative
livelihoods for VRS availed employees through
customized retraining programmes in a variety
of fields in accordance with local market situation.
Retraining programmes are provided to date in
16 districts of Andhra Pradesh.
These retraining programmes vary
from one week to six months intensive practical
learning. Best possible training is imparted
through outsourcing. Around two hundred agencies,
both government and private, are enlisted in
imparting the training. Training is imparted
in about 70 areas including Information Technology,
engineering, electronics, Agri-based, Automobile
field, Teacher training, Fashion designing,
Hotel Management, non farm technologies, and
rural industry, carpentry, building materials,
etc. Retraining programmes meet specific needs
of the trainees and are designed in participatory
manner. The VRS package is essentially aimed
at mitigating the immediate impact of job loss
to similar schemes. This is a well-conceived
scheme, which is evident from the fact that
though, broadly the package was envisaged for
those who had completed 10 years of service
the Government has accommodated even those who
have not completed this tenure. Thus the humane
dimension of reform is addressed through the
Social Safety Net Programme.
